Cut back the peony foliage to within 2 inches of the ground with sharp shears. Cut it down only after the foliage begins to yellow and die back naturally in fall.

2 Remove any fallen leaves, weeds. Plants that have been divided in the fall may not bloom the following spring, but will return to normal the next season. A yearly application of organic, all-purpose fertilizer and a top-dressing of compost is all a peony requires for good health. If you mulch your flower beds, be sure to keep the mulch away from the base your peonies.

Move any dirt or plant material lying on top the peony crown, which is where the stems emerge from the roots at the soil surface.

Plants can later be removed in fall and planted directly in the garden when soil temperatures begin to fall-allowing the plants to use their genetic programming to grow appropriate root systems. Most peony growers sell their root divisions and grafted woody peonies in the fall of the season for planting at the optimum time for root development.
